Greece’s commitments at the 9th International Conference on Oceans
For the monitoring of the implementation progress of Greece’s commitments in the 9th Our Ocean Conference, every commitment is broken down into individual steps. These steps are based on the content of each commitment, and in particular: (a) if the commitment relates to a regulatory measure, the steps reflect the procedures set out in the relevant legislation for its adoption, (b) if the commitment relates to a funded project, the steps are based on the relevant procedures for their commissioning and implementation. In certain cases where it is not clearly drawn from the commitment how the competent entities will proceed to the implementation of the commitment, an effort has been made to follow the optimal procedure on the basis of the relevant legislation. The steps may be further specified following the clarification of the procedures in question by the competent implementing bodies.
Greece’s Tangible Obligations
For the monitoring of the implementation progress of specific legal obligations of Greece, in relation to marine protected areas, every obligation is broken down into individual steps, which are based on the procedures provided for in the legislation.
Quantitative Monitoring Indicators
For the identification of quantitative indicators for the assessment of the implementation progress of each commitment or obligation, the scoring of each step is based on the weight and importance of each implementation step. The preparatory actions, where applicable, (such as: tendering, issuing of a call for the expression of interest, etc.) have been considered to represent 10% of the overall implementation. In all other cases, the scoring is allocated equally between the individual implementation steps.
The objective of the quantitative indicators is to provide a visual representation (or depiction) of Greece’s progress in relation to the implementation of its commitments and obligations.. In any case, the evaluation of the progress and the scoring of each commitment/obligation is explained and documented with reference to specific information.
