The scientific monitoring and surveillance / patrolling of the marine protected areas constitute key elements for their effective management and thus also for the attainment of the 30X30 target. The adoption of the appropriate protection and management measures is based on the obtainment of sound knowledge of the situation of the listed habitats and species, which is based on the existence of a unitary system for their monitoring, in all the marine protected areas of the country. In parallel, to ensure the essential implementation of the regulatory measures in practice, it is of crucial importance to implement   a surveillance and patrolling system of these areas by securing the appropriate resources (trained personnel, equipment, etc.)

This commitment comprises two main interconnected elements:  (a) the supply, installation, and pilot operation of scientific equipment and monitoring equipment (such as radars, sonars, submarine sensors, cameras and other special equipment) and the implementation of a horizontal information system for the communication with sea vessels (these elements have been included into the National Recovery and Resilience Plan and (b) monitoring support via the mapping platform of the international non-profit organization Global Fishing Watch, which is monitoring the fisheries activity almost in real time.

Step 01 Preparatory action: Conduct of a tender and assignment of a contract by the Natural Environment and Climate Change Agency for the supply of the equipment and the monitoring system.
Step 02 Implementation of the contract for the supply of the equipment and the monitoring system. i. Delivery and installation of the equipment and the monitoring system. ii. Pilot operation of the equipment and the systems pertaining to marine protected areas and personnel training.
Step 03 Preparatory action: Signature of a memorandum of understanding between the Global Fishing Watch, the A.C. Laskaridis Charitable Foundation and Greece.

Exchange and analysis of data and information related to the movement of vessels and fisheries activities within and close to marine protected areas. ii. Provision of access to the wide public of related data and information via the Global Fishing Watch platform. iii. Training of officials of the competent Greek authorities for the use of the Global Fishing Watch mapping platform.

ASSESSMENT OF THE PROGRESS

The project on the ‘supply of equipment and the integrated monitoring system’, which has been included into the National Recovery and Resilience Plan is in the process of signing the relevant contracts.

It should be noted that besides the actions which are included in the relevant commitment, the Natural Environment and Climate Change Agency, aiming at the strengthening of the patrolling of marine protected areas has signed two contracts for the supply of 12 vessels for the scientific monitoring, supervision and patrolling of Natura 2000 network sites (in October 2025 with an 18-month implementation period from the date of signing).

With regard to the monitoring support via the mapping platform of Global Fishing Watch, a memorandum of cooperation has been signed between the Natural Environment and Climate Change Agency, Ministry of Environment and Energy, Ministry of Maritime Affairs and Insular Policy, Ministry of Rural Development and Food, Global Fishing Watch, and the A.C. Laskaridis Charitable Foundation in November 2024. The purpose of this memorandum is the collaboration of these bodies to enhance the national surveillance system for marine protected areas. Following this memorandum of cooperation, a relevant decision was made by NECCA (May 2025) to accept funding for the training of the agency’s staff regarding the development of the Global Fishing Watch platform. At the present stage, the preliminary phase of the implementation of the memorandum of cooperation is underway.
